Bible Note: Acts 16:31 They said, "Believe in the Lord Jesus, and you will be saved, you and your household." You concluded "So, according to Acts 16:31, regeneration cannot possibly precede faith." Saving faith is the evidence of regeneration not it's cause. V.16 is a narrative not a didactic statement. I think you are reading more into Paul's statement than is warranted. Afterall, it is not a foregone conclusion that the jailor was seeking salvation. In fact the narrative seems to say that he was seeking to be saved from death itself or from the ire of his superiors. What illicited his cry to Paul and Silas to begin with?... When the jailer awoke and saw the prison doors opened, he drew his sword and was about to kill himself, supposing that the prisoners had escaped. Acts 16:27. It was later on, when the three reached the jailors home, that the gospel was presented to both him and to his household. What does the bible say about the effect that the gospel upon those who hear it preached? 1 Cor 1:18 For the word of the cross is foolishness to those who are perishing, but to us who are being saved it is the power of God. "foolishness to those who are perishing" but "the power of God", "to us who are being saved". Evidently those whose are perishing do not even seriously consider the claims of the gospel. It does not appear that they have any faith to begin with, nevermind rejecting any supposed faith. On the other hand those who do believe, credit the faith which they do have to the power of God!
