Regarding your point with Rom 3:11 THERE IS NONE WHO UNDERSTANDS, THERE IS NONE WHO SEEKS FOR GOD; I note Hebrews 11:6 Without faith it is impossible to please God, because anyone who comes to him must believe that he exists and that he rewards THOSE WHO EARNESTLY SEEK HIM. Bible Answer: The text that you reference in Romans 3 is a quotation from the Psalms. Specifically: Ps 14:1 The fool has said in his heart, "There is no God." They are corrupt, they have committed abominable deeds; There is no one who does good. Ps 14:2 The LORD has looked down from heaven upon the sons of men To see if there are any who understand, Who seek after God. Ps 14:3 They have all turned aside, together they have become corrupt; There is no one who does good, not even one. Please notice that the psalmist is referring to those who do not believe that there is a God. I believe that Hebrews 11:6 is referring to those who believe in the Lord Jesus Christ and have had their spirits quickened (i.e., made alive) to commune or fellowship with God.
