This statement is one that posits that while Jesus died for every soul that ever lived, it has not achieved that aim, and has largely failed. The question it begs (apart from its incitement to humanism by making the atonement's 'potential' only realised by the action of an unregenerate soul) is whether the atonement IS universal, or, as the Reformers taught (as well as Jesus Paul and Peter!) the Atonement IS Limited as to persons, namely the Called.
