Bible Note: Greetings John, Yes, God is at work in those who believe (Phil. 2:13). However, we were also given a sin nature (Rom. 3:9-19), and we are constantly battling it in our state of imperfection (Romans 3:23). We are in need of a Savior, a Redeemer. And that Redeemer is Christ. Our sin nature is what separates us from angels. God does not extend grace where there is no need to extend grace (Rom. 9:15). There is no need for God to extend grace to Angels who have not sinned. God does not extend grace to fallen angels who sinned against Him. However, in regards to human beings.. "But God demonstates His own love towards us, in that while we were yet sinners, Christ died for us." Romans 5:8 Angels are in no need of grace, since they have never sinned. In fact, they look at human salvation in wonder and amazement: "It was revealed to them that they were not serving themselves, but you, in these things which now have been announced to you through those who preached the gospel to you by the Holy Spirit sent from heaven- things into which angels long to look." 1 Peter 1:12 "In the same way, I tell you, there is joy in the presence of the angels of God over one sinner who repents."
