The writer is emphasizing in V. 39 "We are not of them who draw back unto judgement, but of them that believe to the saving of the soul" How can we perervere? How can we be overcomers? In both cases we are dependent upon God for our perserverence. Peter writes "Who are kept by the power of God through faith unto salvation ready to be revealed in the last time." 1 Peter 1:5) Your last point.
