Those who are first guilty of sin themselves but cannot conscience it, so they engage in a projected guilt transference upon others, instead of repenting of their own sins; or 2. Those who have been directly victimized by the sins of another, and who therefore seek vindictively painful justice upon the wicked; or 3. Both.
