Bible Note: Hi, Jer... Satan is the adversary, and his activities are always rooted in his own objectives: establishing a parasite kingdom contrary to God. Consequently, if you mean servant in the sense of one whose labors are in the service of another, I would say no. However, if you mean that what Satan does is entirely used by God in achieving His own purposes and glory, then I would say yes. For though Satan means to do things for evil, yet God uses those things for good -- a principle we see in Genesis 5:20.
