Bible Note: Dear Sister Cheri, I hope you are not suggesting that by observing the law, or being, "Torah observant", as you phrased it, would give the Apostles reason to call anyone worthy. It was, however, the criteria that our Lord said to use to, [find a house] to stay in, however, it was not the means to ultimately determine who was, after-all, worthy. It is very important to see that there was/is really no way to know who was/is, worthy, unless, they received them and the massage of salvation, which is, not by works of the law, or being, "Torah observant". Verses 13 and 14 may well be, "after the fact", but it is indeed the only criteria by which our Lord gives the Apostles to ultimately deem them, worthy. Remember Cheri, the Pharisees were observant of the law, or so they thought, and our Lord reserved His most scathing rebuke for them, and, showed His love to those who received Him, such as, sinners, tax collectors, fornicators and the like. Now of corse, we understand that, this particular ministry was exclusively for Israel, and was, a call to repentance, but, none the less, God finds those worthy that receive His free gift of grace and simply believe in Him that is, all sufficient, there is nothing in observing the Torah or keeping the commands that will make anyone worthy.
