Greeting Lionstrong! Another way of looking at this verse is to see it, not as simply a declaration that God has a right to have mercy or not, but to see it as a declaration of His essential nature. In other words, it is God's nature to have mercy and compassion on people. Thus, we have throughout Romans 9-11 a declaration of God's intention to have mercy on those, not only from Israel, but from the rest of the world as well. Dear Tim, I see this notion as a nice way of denying God prerogative of having merce upon whom he chooses. It's saying that God can't help but to have mercy, rather than it being his choice to have mercy. Yes, he will have mercy, but it's always his choice. Yes, there will be so many in heaven that we won't be able to count them all, but it will be God's choice. He's not a mercy machine. God is personal. According to this verse, does God have to be merciful? Romans 9:15 For He says to Moses, "I WILL HAVE MERCY ON WHOM I HAVE MERCY, AND I WILL HAVE COMPASSION ON WHOM I HAVE COMPASSION." The answer is no. God's essential nature is goodness, not mercy. God can be merciful because he's good, but he's not obligated to show mercy. It is totally up to him.
