Bible Note: Greetings New Creature! You wrote: "So I don't see how this could refer to unbelievers." I guess I am a Forum participant who has a different opinion! First of all, the word "punishment" is a tip off. Christ took the punishment for our sinfulness upon Himself at the cross - His death was the "propitiation" for our sins and for the WHOLE WORLD. (1 John 2:2) As believers, we have no fear of God's wrath or punishment for our sins. Those who are guilty, are those who reject Christ - and the punishment for those who have a knowledge of the Truth and deliberately refuse to believe can expect to be punished even more severely - my opinion based upon this Scripture. Jesus died for the ungodly, (which we all are)- Romans 5:8 - yet from God's eternal perspective, Jesus also died for the godly (which many ungodly will become by faith in Him). If we say that this Scripture is for believers, we deny the "finished" work of Christ" and if this is so, then there is no sacrifice for sins left! Well, this is how I am led to believe. Consider this - we are saved from God's wrath by Jesus' atonement for our sin on the cross - this knowledge will not free us from the fear of punishment - but our faith in this will!
