That statement is actually not correct. Greek grammar is very precise. The direct object of a verb must be in the accusative case. The words 'encouragement' and 'perseverance' are both in the genitive case, describing the nominative noun God. The words 'the same' are in the accusative case, thus 'the same' is the direct object of 'may He give'. If 'the same' was meant as a reference to the words 'encouragement' and 'perseverance', then 'the same' would be in the same case as those two words, which would be genitive. So, textually, your second option is the only one that does make sense. I'm not trying to beat a dead horse, but I just wanted to make sure that everyone understood that this is a simple question of grammar, not interpretation.
