Bible Note: Graceful, I believe Hank spoke well to this situation, but since you asked me, I'll gladly provide an answer. We most certainly agree that scripture does not and cannot contradict. As I've stated before I do not view Acts as a DOCTRINAL book ( it is very much as inspired as the rest of the Word of God, though). As such I don't derive our doctrine of salvation ( soteriology) from it! Was it true then? Absolutely. However, I see Paul as laying out and elucidating these doctrines under which we now operate in the tremendous book of Romans! I do believe there is such thing as progressive revelation in scripture ( not extra-biblical) whereby we can understand and explain Acts 8:13-15 in its' context.
