Bible Question (short): Is prayer more effective for the saved?

Question (full): Interesting question mike, and very good answer lionheart.
I have a question that follows up from that - what is meant then when it is said,

(James 5:16)
Therefore, confess your sins to one another, and pray for one another so that you may be healed. The effective prayer of a righteous man can accomplish much.

Is that saying that the more righteous someone is, the more likley God will answer their prayers?
