Hi Azure, I think it means both groups. When read in context, I think that is pretty clear. John Gill wrote on verse 15: "Jews and Gentiles, one people, one body, one church; he united them together, and caused them to agree in one, and made them to be of one mind and judgment by the above methods; as well as he gathered them together in one, in one head, himself, who represented them all:" I believe it is written as one man, I suppose, because that that refers to one body, one blood, all in all, and all in Him.
