Bible Answer: In the Old Testament before the priest could enter the Holy of Holies to make a sacrifice for the sins of the people he had to be first purified. He was sprinkled with blood. Moses when he gave the law to the people and sanctified them, he sprinkled them with blood. In effect they were under the covering of the Blood.
