Bible Answer: In the United States, both are true. We elect most of our officials, and God sovereignly controls who gets in office as well. Since nothing happens without God either causing it or permitting it (or some combination of the two), all of it falls under God's decree. Even the wicked rulers of the world are established by God for His purposes to be fulfilled. "Every person is to be in subjection to the governing authorities.
