I believe that the context here is Jesus answering these two specific questions posed to Him by His disciples about a specific event(the what) at a specific time (the when). I certainly do believe that these principles of reaching out with the love of Christ are indeed applicable to us, as it was for our brothers in the past, and will be for future brethern. The scriptures are replete with these types of teachings. I think these were summed up best by our Savior as the second greatest commandment "love you neighbor as yourself" Matt 22:39.
