I would suggest you look at this paragraph in the context at least of paragraphs 836 through 848. These sections are addressing the relationship of other relgions to the Church and God's plan of salvation. First discussed are other Christians, then non Christians starting with Jews and Muslim who are Monotheistic and claim decent from Abraham. Then it goes on to dicuss other world religions. It is not saying that Muslims are saved by being Muslims, but that they too along with all mankind are called by God as part of His plan of salvation.
