According to Jer. 31:31-34 and confirmed by Heb. 8:8-11, God has made a new covenant with His people saying that He will engrave His commandments upon everyone's heart, therefore all men will have a conviction of what is wrong from what is right though they may reject it. Therefore even if there is no written law we have the conviction of God's commandments upon our hearts and will be judge according to this conviction. | ||||||

Great observation! Thanks. So we have Divine revelation, the written Law and the inner conviciton of our hearts . . . hmmmm sounds like the testimony of 2 or 3 witnesses doesn't it? It seems to me that there are many who are all disturbed about the "justice" of God toward those who have never heard about Jesus . . .to me they are saying, "It's not fair!" Are we in dangerous territory to wonder if God will grant His Grace (impute His righteousness) on those who respond to Divine revelation, or inner conviction apart from the written Law? Yet, as one who has received mercy and Grace, I'm inclinded to leave the judging of the condition of another's soul in God's rightful Hands.
