Robert, please mark your followup questions as a note rather than a new question. A thorough observation of the book of Hebrews is warranted by your question. You will only be satisfied when you have studied the book for yourself and discover the answers to your questions as you slow down and use a bible dictionary and cross references to understand the verse in question. It is only after thorough observation can an interpretation be made. You are asking for the interpretation first without doing the leg work yourself. I've been on this question because I haven't received an answer that bears directly on it. I have done study in Hebrews but still find this verse perplexing--at least from my perspective.
