He-man, Please look at the very next chapter of Romans: Romans 13:4 For he is the minister of God to thee for good. But if thou do that which is evil, be afraid; for he beareth not the sword in vain: for he is the minister of God, a revenger to execute wrath upon him that doeth evil. The soldier and police both fit into this category of "minister of God". You are right, as individual citizens, we follow Romans 12. This is also applies to where Jesus explained "an eye for an eye, and a tooth for a tooth": Exodus 21:24 Eye for eye, tooth for tooth, hand for hand, foot for foot, Leviticus 24:20 Breach for breach, eye for eye, tooth for tooth: as he hath caused a blemish in a man, so shall it be done to him again. Deuteronomy 19:21 And thine eye shall not pity; but life shall go for life, eye for eye, tooth for tooth, hand for hand, foot for foot.
