Hi PJC, I have heard this, but not checked it personally, that "Jacob" was used when God was speaking regarding matters of the flesh, or when Jacob was walking according to the flesh, and as "Israel" when addressing spiritual matters, and when Israel was walking according to the ways of the LORD.
