Bible Note: Greetings Raeaason! Thanks for the clarification! Unfortunately, I can only add my opinion to what you have heard. I would say before the entire congregation for two reasons. 1) 'All' is not modified in this verse by 'elders'. So, I would take it to mean all the people. Especially since a group of 'elders' is not mentioned as being those before whom a charge should be brought. 2) Further, this would be in accord with Mt. 18:15-17, where the last step is specifically said to be the taking of the problem before the entire congregation.
