That simply means that if you lack wisdom (which is the ability to rightfully use knowledge) to ask God, who gives to all liberally (that is He gives more than enough to whoever will ask) and without reproach (He will not call you stupid or dumb for asking for what you need), and it will be given him (no if's, and's or but's about it, He will give it).
