Bible Note: Ray, Matthew 7:11, "If you then, being evil, know how to give good gifts to your children, how much more shall your Father who is in heaven give what is good to those who ask Him!" I put that verse to weight in that you have to "ask God" if you want to receive the Holy Spirit. If we recall the question really is "can everyone receieve the Holy Spirit" and my answer is NO! you have to ask for it. For your second question, I am sorry, I cannot understand it clearly.
