Bible Question (short): Pastor resigning and never happens

Question (full): Our Pastor was in the church and made announcement he was going to resigned 8-31..well he was out for 2
sunday..one of the peoples on the Board was ask how he can do this and they said he didn't have a written resignation Letter.and they ask him to stay) if he told the congre. shouldn't he have made a point to let us know what and why he is staying...This has everyone confuses. that is being Words of no interests. I am asking for Scripture on this matter. I don't want to be wrong. but we the congeration needs to vote on a few things.Stay or leave happen about 4 times.since he has been there.Church is not growing. thanks for any help...
