Bible Answer: Hi, lonnie! The best way to answer both parts of your question (1. What is the Holy Spirit? 2. Can the Spirit of God be in us even when we sin?) is by citing from Paul's letter to the Galatians: Instead, I tell you, be guided by the Spirit, and you will no longer yield to self-indulgence. The desires of self-indulgence are always in opposition to the Spirit, and the desires of the Spirit are in opposition to self-indulgence: they are opposites, one against the other; that is how you are prevented from doing the things that you want to. But when you are led by the Spirit, you are not under the Law. When self-indulgence is at work the results are obvious: sexual vice, impurity, and sensuality, the worship of false gods and sorcery; antagonisms and rivalry, jealousy, bad temper and quarrels, disagreements, factions and malice, drunkenness, orgies and all such things. And about these, I tell you now as I have told you in the past, that people who behave in these ways will not inherit the kingdom of God. On the other hand the fruit of the Spirit is love, joy, peace, patience, kindness, goodness, trustfulness, gentleness and self-control; no law can touch such things as these. All who belong to Christ Jesus have crucified self with all its passions and its desires. (Galatians 5:16-26) Jesus identefies the Father and His pronouncement about the Spirit in John 4:23-24: But the hour is coming-- indeed is already here-- when true worshippers will worship the Father in spirit and truth: that is the kind of worshipper the Father seeks. God is spirit, and those who worship must worship in spirit and truth. As Christians we are the living Temple of God... but we live in the flesh and are subjected to the urges of the flesh... Jesus calls us to give up our dependency on the flesh ("if you do not hate self, father mother... you cannot be my disciples," paraphrased) and to offer our bodies to the Holy Spirit ("abide in Me and I will abide in you"), who will guide us to the Truth (Christ, our Lord and Savior). The struggle, though many times manifested in the flesh, is a spiritual one; yet, without the Power of the Holy Spirit, in us, we cannot survive the battle! But we must yield our autonomy (our will) to the Holy Spirit.
