What was going on among the people at that time?" Normative practices were still being worked out in the church. At Corinth they apparently had huge problems regarding the reigning of chaos during their gatherings. God is honored as we worship in a structured manner. The Holy Spirit never leads people to worship in a chaotic manner. Apparently the women contributed significantly to this problem. Furthermore, while it is true that Christianity elevated women as being of equal value and nature as men, before God -- something utterly foreign to the Greek and Roman culture of the day -- Paul needed to restore the balance of appropriate God-given roles.
