Bible Answer: Hi, Orin... Welcome to the forum! Note that in Romans 4:17 it is God who speaks things into existence, not people. When people speak things that are not as though they are, it is either a lie or a delusion. The statement you mentioned, in that form, is commonly used in the false doctrine known as "Word of Faith." It is espoused particularly by the Charismatic teachers Kenneth Copeland and Joyce Meyer. It is my understanding, however, that this teaching is not necessarily universal in Charismatic circles.
