Bible Question (short): Did some believe and not turn?

Question (full): The Amplified stresses the RESULT of the activity of God - which should encourage us as we "share" the Gospel with others - we are not responsibile for another's belief or lack thereof! But just reading the NASB I'm wondering, did some believe and not turn to the Lord? - the grammatical structure of this verse is perplexing. From my limited perspective, it appears that the emphasis is not only on the work of God, but the order of that work - prompting belief first . . . Any insight here would be appreciated.
