Bible Note: Luke 13:34 "O Jerusalem, Jerusalem, the city that kills the prophets and stones those sent to her! How often I wanted to gather your children together, just as a hen gathers her brood under her wings, and you would not have it!" What did God want? To gather together the children of Jerusalem. What did the people want? To not be gathered. What happened? They were not gathered. Does this fact overthrow God's sovereignty? No, God made the rules, and His rules are being followed. Without exception. So what does this tell us about God's rules? That He leaves a choice to man to make, and man reaps the consequence of his choice. Does this mean that man's choice is somehow "higher", or "greater" than God's choice? No. That man has a choice is only because our sovereign Lord chose things to be that way. Do we see this elsewhere in Scripture? Yes, we see this in numerous places. Gen 2 16 And Jehovah God commanded the man, saying, Eating you may eat of every tree in the garden; 17 but of the Tree of the Knowledge of Good and Evil you may not eat, for in the day that you eat of it, dying you shall die. Choice, and consequence, are clearly included in this passage. Jos 24:15 "And if it seems evil in your eyes to serve Jehovah, choose for yourselves today whom you will serve," The people are commanded to choose. Psa 25:12 "What man is he who fears Jehovah? He teaches him the way he should choose." The Lord teaches us the way we "should choose". Pro 3:31 "Do not be envious of the cruel man, and choose not among all his ways." We could make the wrong choice. Do these things elevate man over God? No, they do not. God created man, and God makes the rules. This just happens to be what the Bible teaches, among other things. This does not conflict with the Biblical teachings of Election and Predestination, if each of these doctrines, Election, Predestination, and "man's choice" are correctly understood.
