Bible Question (short): What does Luke 11:21-27 mean?

Question (full): In Luke 11:21-27, I'm not sure if Jesus is speaking to the Pharisees or to the crowd, but in the aforementioned verses he gives a parable about how an unclean spirit goes away from a man and then comes back and brings with him seven other spirits which inevitably makes the state of the man worse than before. I think I know what this means, but it's hard for me to explain it in words, can you help me figure out what this means in "laymans" terms?
