"Binding and Loosing" (Hebrew: asar ve-hittar) ...a Rabinnical term for "forbidding and permitting."... In this sense Jesus, when appointing his disciples to be his successors, used the familiar formula (Matt 16:19; 18:18). By these words he virtually invested them with the same authority which he found belonng to the Scribes and Pharisees who "bind heavy burdens and lay them on men's shoulders, but will not move them with one of their fingers"; that is "loose them," as they have the power to do (Matt 23:2-4)." Stern , Jewish New Testament Commentary, Clarksville, MD ; Jewish New testament Publications, 1992) 56-57 On the subject of binding and loosing in Matt 16:18-19 and 18:18: I think it is very clear from the context that these verses refer to binding authority in the governance of the Church by Peter and the other Apostles. The terms "binding" and "loosing" were already in use among the Rabbis of Jesus' time and can be seen in the Talmud. It referred to the authority to make binding decisions within the religious community. e.g. Acts 11:18 Peter’s authority in baptizing Gentiles is accepted after he explains actions. His decision was binding on the Jewish Christians to accept the Gentiles and loosing for the Gentiles, loosing them from any obligation to be circumcised. Acts 15:1-35 At the Council of Jerusalem after much debate on the matter of the Gentiles Peter again states his position on the question. The assembly falls silent, Paul and Barnabas speak, and James accepts and supports Peter’s doctrinal declaration.
