Bible Question (short): Need Help on understanding Isaiah 19:5

Question (full): What is the meaning/Context of Isaiah 19:5, about the Nile river drying up? Does this mean about how it will not overflow/flood the land with water
as the Nile does, because I have a Guy saying that this is a false prophesy and I told him it wasn't false he is just not understanding the overall Context.Like in Gen. with the Flood God dried up the waters But we still HAVE Water. Please Help with more Understanding
