Bible Answer: Greetings BOYD B.! Here is a little commentary on Exodus 34:28.. "34:28 he wrote. Here the Lord, rather than Moses, is probably the subject (see v. 1). the words of the covenant, the Ten Commandments. The two phrases are synonymous (see note on 20:1)." (1) "Exodus 34:28 He wrote - God." (2) "..1. He came down enriched with the best treasure for he brought in his hands the two tables of the law, written with the finger of God, #v. 28, 29. It is a great favour to have the law given us; this favour was shown to Israel, #Ps. cxlvii. 19, 20. It is a great honour to be employed in delivering God's law to others; this honour was done to Moses." (3) The consensus among these sources say that God was the one who wrote the second set of tablets, not Moses.
