The state is authorized (and even mandated) by God to administer violence in appropriate doses, for both penal and societal purposes (Romans 13:4). Generally, even our contemporary judicial systems recognize the distinction between killing in the course of carrying out one's duty as a citizen and killing for some kind of personal reason (rational or otherwise).
