Yes, it is now a hymn.

Kipling was asked to write it for the Queen Victoria's Diamond Jubilee (the 60th anniversary of her British reign). It was quite an event that drew international participation. I suspect that Kipling began to think about the British Empire's historical context. Of course, in the light of God's eternal purpose, even the greatest of human endeavors shrink to microscopic significance. Consequently, Kipling wrote this reminder. Just as we see in our world today -- and even frequently here on the forum -- this reminder is not a welcome one. (The fallen human heart always wants its significance to be unrivaled.) When Rudyard Kipling submitted this poem, it was very coldly received by everyone. He had been in the running for Poet Laureate of England, but this single poem probably cost him this honor.

Note that the hymn is not used in Britain -- which, perhaps, reflects some of the attitudes I described above. However, Anglicans in Australia and New Zealand traditionally sing it in honor of their fallen soldiers on Anzac Day.
