Bible Answer: It depends not on human will or exertion Ultimately God chooses whomever He will, "according to the good pleasure of His will" (Eph. 1:5); "according to His good pleasure which He purposed in Himself" (Eph. 1:9). God's choosing is in harmony with His sovereignty.
