If you read about Darius in Ezra 5-6 It looks like he may well have been a believer In 6:22 It sums it up nicely, but, although it doesn't spell it out precisely, I think I would err on the side of Grace and assume that God in turning Ezra's heart toward His people He would also turn his (Ezra's) heart toward Himself (God) as well.
