Bible Answer: Dear begbie, Since you have quoted the book Roman, may I direct you to the verse 23 on Chapter 3 "...for all have sinned and fall short of the glory of God," It is for this reason (see also v 11-12), we cannot escape from God's wrath unless by the blood of the Lamb as you can read on in v 24. Paul has deliberately explained that we, sinners, are hopeless and cannot do anything to save ourselves. It is solely by the grace of God through the faith given to us in Christ that we can reconcile with God. "It is by grace you have been saved, through faith - and this not from yourselves, it is the gift of God." (Ephesians 2:8) "Not of works, lest any man should boast. For we are his workmanship, created in Christ Jesus unto good works, which God hath before ordained that we should walk in them" (Ephesians 2:9-10) So, when we were still sinners, we were sick (Mark 2:17), we were dead (John 3:16), we were the enemy of the sovereign God (James 4:4)thus were under God's wrath (John 3:36).
