NASB Genesis 18:21 "I will go down now, and see if they have done entirely according to its outcry, which has come to Me; and if not, I will know."
AMPLIFIED 2015 Genesis 18:21 "I will go down now, and see whether they have acted [as vilely and wickedly] as the outcry which has come to Me [indicates]; and if not, I will know."

Bible Question:  How could an all-knowing God say something like:

"I will go down now and see whether they have done altogether [as vilely and wickedly] as is the cry of it which has come to Me; and if not, I will know.

Is this fact. or some sort of literary device?

Bible Answer:  Almighty God is all-knowing. When you're reading a verse, it is important to note the context of that verse.

The Lord was not speaking to Himself, in verse 21; Abraham was present. What the Lord revealed, in Abraham's hearing, enabled God to test Abraham's heart. As a result, Abraham interceded for the city. God will not override the will of man, except someone intercede for them. Intercession, or prayer, releases God's will into the earth.

Ezek 22:30 "I searched for a man among them who would build up the wall and stand in the gap before Me for the land, so that I would not destroy it; but I found no one.

Ezek 22:31 "Thus I have poured out My indignation on them; I have consumed them with the fire of My wrath; their way I have brought upon their heads," declares the Lord GOD.

The destruction that the Lord speaks of in these verses is His judgement on the people of Judah, who were sent into captivity for their disobedience to God.
