Bible Answer: Hi, Ray... Welcome to the forum! I do not think that we should see the mayim (waters) of this verse as literal H2O. As Robert Jamieson puts it, "The immediate agency of the Spirit, by working on the dead and discordant elements, combined, arranged, and ripened them into a state adapted for being the scene of a new creation." Think of it as a chaos of something out of which God produced the fundamental components that make up our universe. John Gill's commentary has some very good things to say on this point.
