Hello Debbie F There is disagreement over who these spirits are. Some say the are those who lived during the time of Noah that were witnessed to by the building of the ark. Others say they are the fallen angels mentioned in Jude. I prefer the latter. In either case, I believe the proclamation made was a reiteration of His person and right to both reign and judge.
