Dear Pastor Tim, do you think the doubts means that he doubts he will get an answer or he doubts who God is since down further in the chapter it says "he is unstable in all his ways" and later refers to those who may confess Christ or give Him lip service but are not "doers of the word". Greetings Val! The word for 'doubt' is a word that means 'to judge' or 'to discriminate'. In this passage, it seems to have the meaning of a 'divided judgment'.
