Hi, blckss396... Internal realities are always manifested in observable external behavior (Matthew 7:20; Luke 3:8). However, in the case of Simon Magus, we have no scriptural basis to assert that he was saved. Instead, none of his behavior would give us the impression of repentance. I have read that there was an ancient Antinomian group called Simonians who claimed that Simon Magus was their founder. Those folks were quite a mess, but these references are anecdotal, rather than scriptural, so they do not suit our purposes to render an certain answer to your question.
