Though both references are "Lord" Acts 10:4 suggests that it is to the Person of the Holy Spirit, who was manifesting Himself at the time that He was building the Church, through the believers. While Peter, an Apostle of Christ, had a direct history with Jesus, who continued to communicate with the Apostles ("I will be with you always, till the end of time..."). I hope this is helpful! Hi, If 10:4 suggests the holy Spirit, doesn't verses 19 and 20 also suggest the Holy Spirit? (Act 10:19 KJVA) While Peter thought on the vision, the Spirit said unto him, Behold, three men seek thee.
