Greetings Mark! I don't have my best resource books here at home, so I'll have to dig some more into this question at my office latter tonight. :-) My gut says that you are probably correct and that Jerusalem is the subject of 'you were not willing'. Either way, the subject of 'you were not willing' does not affect your conclusions since either way someone is 'resisting' God's will. Gill tries to explain this away by saying that 'will' here does not refer to God's eternal will, but simply to the desire of the 'man' Jesus. Here is what the Net Bible says about the change in number in this verse: "Although the opening address ("Jerusalem, Jerusalem") is direct (second person), the remainder of this sentence in the Greek text is third person ("who kills the prophets and stones those sent to her"). The following sentences then revert to second person ("your... you"), so to keep all this consistent in English, the third person pronouns in the present verse were translated as second person ("you who kill... sent to you")."
