Hiram, this verse (Exodus 33:19) is quoted by Paul in Romans 9:15 "in response," so says John MacArthur in his Study Bible, "to the accusation that such a teaching about God's sovereign election is inconsistent with His fairness. Paul cites this text from the Old Testament that clearly indicates that God is absolutely sovereign and does elect who will be saved without violating His other attributes. He determines who receives mercy." ..... But this is in no way seen as being inconsistent with "For God so loved the world that He gave His only begotten Son that whoever believes in Him should not perish but have eternal life."
