Hi, MAMAMETAL... The prohibition against murder is what we think of as homicide. The state is authorized (and even mandated) by God to administer violence in appropriate doses, for both penal and societal purposes (Romans 13:4). Generally, even our contemporary judicial systems recognize the distinction between killing in the course of carrying out one's duty as a citizen and killing for some kind of personal reason (rational or otherwise).
