Dear Charis, I believe that it is the Isrealites that refuse to walk in the path. At this time the Isrealites had forgotten God and had "stumbled in their ways in the ancient roads" (Jer 18:15). Verse 17 says that He has sent sentinels (the prophets) to warn us. Today He continues to send us messengers to warn us. Many today are not listening either.
